The use of cell phones have become so prevalent that there are programs to provide free cell phones along with free talk time to people who otherwise might not have been able to afford a cell phone. The free cell phone programs are an evolution of the Federal Lifeline Program that was originally created in 1984 and enhanced in 1996. The goal of the Lifeline program was to help provide affordable telecommunications to low income individuals.
